القذافي و'ثورة الهلوسة'

تحدث الزعيم الليبي معمر القذافي يوم امس للمرة الثانية في غضون ثلاثة ايام، موجهاً خطابه هذه المرة عبر الهاتف الى مدينة الزاوية في غرب العاصمة طرابلس التي شهدت صدامات دامية بين انصاره وابناء المدينة المطالبين بالتغيير الشامل، ونحن الآن في انتظار خطابه الثالث الذي ربما يكون الاخير على غرار ما فعل الرئيسان المصري حسني مبارك والتونسي زين العابدين بن علي قبل رحيلهما.
خطاب الزعيم الليبي كان اهدأ نبرة وجاء خالياً من التهديد والانفعال، ولكنه استخدم اللغة الخطأ لايصال الرسالة الخطأ، وفي المكان الخطأ وللجمهور الخطأ ايضاً.
ففي الوقت الذي كان يخاطب فيه الزعيم الليبي اهالي مدينة الزاوية، ويشيد بتاريخهم الوطني المشرف في محاربة الاستعمار، كانت كتائبه الخاصة ترتكب مجزرة في حق هؤلاء لم تختلف الروايات حول تأكيد حدوثها، وانما حول اعداد الشهداء فيها، وهم بالعشرات على اي حال.
صحيح ان الزعيم الليبي لم يستخدم اوصافه البشعة التي استخدمها في خطابه الاول مثل 'الجرذان' و'المقملين'، ولكنه عاد ليتهم الشبان المتظاهرين بالهلوسة، وتعاطي الحبوب المخدرة، ولوح بورقة تنظيم 'القاعدة'، واختراقه لصفوف الشباب، كما لوح ايضاً بعنصر الفوضى الأمنية كبديل لحكمه.
العقيد القذافي ما زال بعيدا جدا عن واقع ما يجري على الارض في بلاده، ويرفض ان يصدق ان الشعب الليبي لم يعد يحتمل البقاء تحت حكمه ولو ليوم واحد، وان العديد من وحدات جيشه وقادته الامنيين قد انضموا للثوار بينما فضل معظم سفرائه ودبلوماسييه الاستقالة من مناصبهم لعدم رغبتهم في الاستمرار في تمثيل نظامه في العواصم التي يعملون فيها.
الرئيسان المصري والتونسي حاولا، ولكن متأخرين، التجاوب مع مطالب المحتجين، وتقديم تنازلات كبيرة، وتعهدات باصلاحات شاملة، على امل تهدئة الثورة، وتقليص الخسائر البشرية، وحقن الدماء. فالرئيس التونسي اعلن عدم ترشحه لولاية رئاسية اخرى، وفصل رئيس الوزراء، واجرى تعديلات حكومية، ورفع الحظر عن شبكة الانترنت، اما الرئيس مبارك فحل قيادة الحزب الحاكم، واعلن عن انتخابات رئاسية بعد ثمانية اشهر مؤكداً عدم مشاركته وابنه فيها، وطلب من النائب العام فرض حظر على سفر العديد من وزرائه ورجال اعماله الفاسدين وتجميد اموالهم.

الزعيم الليبي لم يقدم تنازلاً واحداً في خطابه الثاني، ولم يبد اي ندم على مقتل المئات برصاص قوات امنه ومرتزقته، واستمر في مغازلة القبائل الليبية في الوقت نفسه على امل تجييشها لصالح نظامه المترنح. فهو لم يعد باجراء اصلاحات جذرية، ولم يعترف بمطالب الثوار المشروعة في العدالة واحترام حقوق الانسان، وبناء المؤسسات الديمقراطية المنتخبة، والاكثر من ذلك لم يقل انه سيلغي الكتاب الاخضر الذي يعتبر مهزلة، علاوة على كونه فاقد الصلاحية وينتمي الى مرحلة المراهقة والحرب الباردة. ولم يعلن حل اللجان الثورية التي عاثت في الارض فساداً، بل لم يلغ 'الجماهيرية' ويعيد ليبيا الى اسمها الاصلي غير مرفوق بتوصيفات مثل 'العظمى' وغيرها.
لم يتعهد الزعيم الليبي في خطابه بتشكيل لجان تحقيق وتقديم كل من تورطوا في الفساد، ثم في اعمال القتل، من رجال بطانته الفاسدة الى العدالة كي يواجهوا العقوبات التي يستحقونها. فهؤلاء الذين سقطوا برصاص المرتزقة، وبلطجية نظامه، سفكوا دماء طاهرة شريفة، والشباب لم يطلبوا لانفسهم وشعبهم غير الكرامة والحد الادنى من العدالة الاجتماعية والسياسية.
ولا نعرف إلى ماذا يستند الزعيم الليبي عندما يتشبث بالمواقف والسياسات نفسها التي فجرت هذه الثورة ضد نظام حكمه؟ فهل يعتقد ان العالم الغربي سيهرع الى نجدته، ويشتري اقواله حول اختراق تنظيم 'القاعدة' للمتظاهرين؟ ثم لماذا ستسانده القبائل، او بعضها على وجه الدقة، طالما انه يريد البقاء في الحكم حتى اليوم الأخير من حياته؟
الزعيم الليبي قارن نفسه بالملكة اليزابيث الثانية ملكة بريطانيا، وبملك تايلند، وادعى ان هذين الملكين في السلطة منذ ستين عاماً، ولكنه نسي عدة أمور جوهرية، اولها انه رئيس جمهورية، وجماهيرية تتمركز كل الصلاحيات في شخصه، ويقرر كل صغيرة وكبيرة في بلاده، وليس ملكاً دستورياً مثلهما او غير دستوري انتقل اليه الحكم بالوراثة، وثانيها، ان ملكة بريطانيا على سبيل المثال تدر على الخزينة البريطانية اكثر من مليار دولار سنوياً هي عوائد السياحة لقصورها ومتاحفها وحرسها.
وفوق هذا وذاك انها تدفع ضرائب سنوية للخزينة البريطانية من ارباح استثماراتها وعقاراتها.
والأهم من كل ذلك ان ابناء ملكة بريطانيا وملك تايلند لا ينخرطون في اعمال 'البزنس' ويراكمون مليارات الدولارات في حساباتهم من جراء نهب المال العام، مثلما هو حال جميع ابناء الملوك والزعماء العرب، ومن بينهم ابناء الزعيم القذافي وحسني مبارك، واقارب زين العابدين بن علي والرئيس اليمني علي عبد الله صالح والقائمة طويلة ومعروفة.
ليبيا مقدمة على سيناريوهات مرعبة، لان النظام الليبي لا يريد التسليم بسهولة والرحيل اعترافاً برفض الغالبية الساحقة من الجماهير له، فهو يعتقد ان المناطق التي ما زال يسيطر عليها في الوسط خاصة سرت وسبها وجزءاً من طرابلس العامة بحكم الروابط القبلية، وحيث النفط والماء (النهر العظيم) يمكن ان توفر له الحماية، وتتحول الى 'جماهيرية' للقذاذفة وبعض المقارحة، تعيد الامجاد للجان الثورية، وهذا اعتقاد خاطئ جداً، لأن مثل هذا التوجه قد يفتح الباب على مصراعيه للتدخل الاجنبي وتدويل الأزمة الليبية.

الدول الغربية، وحلف الناتو على وجه التحديد، يرفضان التدخل الآن لانهما ينتظران اجلاء جميع الرعايا الاجانب، وحرمان الزعيم الليبي من أخذهم رهائن للمساومة عليهم تماماً مثلما فعل الرئيس العراقي صدام حسين قبل العدوان على بلاده، وفور الافراج عنهم بدأ القصف الجوي لبغداد. الغرب تعلم جيداً من دروس العراق، وهذا ما يفسر تسابق الدول الغربية على ارسال اساطيل الطائرات والسفن لاجلاء رعاياها، وهذا ما يفسر ايضاً تصريح قائد حلف الناتو بعدم التدخل عسكرياً في الشأن الليبي، فعندما تنتهي عملية تأمين خروج الاوروبيين والامريكيين ستبدأ عملية البحث عن ذرائع للتدخل تماماً مثلما حدث في دارفور.
ما يجري في ليبيا حالياً هو الحلقة الأهم في مسيرة التغيير الديمقراطي في الشرق الاوسط، واطاحة الانظمة الديكتاتورية الفاسدة. فنجاح الثورة الليبية على غرار الثورتين المصرية والتونسية، سيعني تواصل هذه المسيرة، وامتدادها الى دول عربية اخرى، وانتكاسها سيعني توقفها، ولو مؤقتاً، وافراغها من عنصري الزخم والاستمرارية.
لا نبالغ اذا قلنا ان جميع الانظمة الديكتاتورية العربية، ملكية كانت ام جمهورية، تصلي من اجل فشل الثورة الليبية، ونجاح الزعيم الليبي في كسر شوكتها، وابادة كل المشاركين فيها. صحيح ان علاقات الزعيم الليبي سيئة جداً مع معظم الزعماء العرب، ورؤيته تسبب لهم اشد انواع الحساسية خطورة، ولكن خلعه من قبل ثورة شعبية سيعني 'ثالثة الاثافي'، وفألاً سيئاً على انظمتهم المرتعدة خوفاً وهلعاً.
